Baltic States Call for Coordinated Action Against Russian Shadow Fleet

The Baltic states are calling for a stronger, coordinated response to Russia's shadow fleet of oil tankers, which are used for covert oil exports and suspected military activities. The Baltic states are urging stronger action against the Russian shadow fleet, which consists of hundreds of aging oil tankers operating under false flags to secretly export Russian oil. Additionally, Russia is suspected of using these ships for military purposes, such as espionage and damaging undersea cables.

In The Guardian, the foreign and defense ministers of Estonia and Lithuania warn that Europe's current approach is ineffective. The US, EU, and UK each maintain their own lists of shadow fleet vessels, but these lists only partially overlap. Lithuanian Minister Kęstutis Budrys notes that only half of the sanctioned ships appear on all three lists.

There is little coordination in addressing the fleet. While 14 countries participate in discussions about the shadow fleet, no body exists to coordinate a joint approach or intelligence sharing.

Estonian Defense Minister Hanno Pevkur calls for a unified stance, suggesting all listed ships be banned from European waters, as they are already barred from European ports. However, this would conflict with international maritime law.

The need for a coordinated response is underscored by recent Russian actions, including sending a fighter jet into Estonian airspace in response to the Estonian navy escorting a sanctioned tanker back to international waters.

NATO remains cautious, focusing on protecting undersea cables. Deputy Head John Mead of NATO's Brunssum headquarters emphasizes that Russia would quickly exhaust itself if it tried to escort every shadow fleet vessel.
