At least nine people have died and thousands more have breached the border of Ceuta, a Spanish exclave in North Africa, in a mass migration surge on July 30, 2026. The Spanish government has deployed 60 military personnel to assist local police, as the enclave's reception centers are overwhelmed. Prime Minister Pedro Sánchez is expected to visit Ceuta on July 31 to meet with security officials.

What Happened in Ceuta?

Ceuta, one of two Spanish enclaves on the African continent bordering Morocco, saw an estimated 20,000 migrants attempt to enter the territory on July 30. Many arrived by swimming around the border fence or crossing the beach at Tarajal. The local government declared a total humanitarian and social emergency, with reception centers completely overwhelmed. The crisis echoes a similar event in May 2021, when over 8,000 migrants entered Ceuta in two days. The 2021 Ceuta border crisis had strained Spain-Morocco relations.

Why Are Migrants Storming Ceuta?

Ceuta serves as a gateway to the European Union for many African migrants. A recent Spanish Supreme Court ruling barred immediate deportations ("hot returns") for migrants arriving by sea, limiting fast-track pushbacks only to those scaling border walls.
