Why Did US-Canada Trade Talks Collapse?

Three days of Washington negotiations broke down after Canada declined to finalize a preliminary deal reached on August 18. US Trade Representative Jamieson Greer blamed Canada's new demands for the failure, while Carney said American negotiators introduced last-minute conditions that were unfair and uneconomical. We cannot accept their offer and we will not give what they ask, Carney told reporters in Ottawa.

Earlier that week, Trump had postponed the tariffs by three days after the two sides reportedly reached an agreement. The collapse marks another breakdown in a relationship that has seen repeated pauses, exemptions and escalations. Unlike the earlier Section 232 steel and aluminum tariffs, the Section 338 duties have no USMCA exemption, meaning even goods compliant with the trade agreement are hit.

Canada's countermeasures will apply to a range of American goods. According to Carney, the list includes:

Economic Impact on Canadian Consumers and Businesses

Carney acknowledged the counter-tariffs will make products more expensive and reduce choice for Canadian consumers. I would have preferred not to impose these measures, he said, adding that innocent American companies will also be hurt. The US is Canada's largest export market, receiving nearly 70% of Canadian exports, and the bilateral trade relationship represents about one third of Canada's economy.

The new US import duties affect roughly 5% of Canadian exports, but they come on top of existing US tariffs on steel, lumber and automobiles. Economists tracking North American supply chain disruptions warn that integrated industries such as autos and energy face higher costs. To cushion the blow, Ottawa will introduce support measures for sectors hit by the American tariffs.
