Latvian border guards have intercepted 28 migrants after discovering a second underground Latvia Belarus migrant tunnel, authorities confirmed on 21 August 2026. The passage, concealed beneath moss, had its entrance located about 20 metres from the frontier fence, according to a statement from Latvia's State Border Guard. The discovery comes less than two weeks after 15 people crossed through a similar tunnel on 10 August, prompting Riga to launch Operation Vilkatis against what officials call a hybrid threat of instrumentalised migration from Belarus.

Background: Weaponised Migration on the EU's Eastern Flank

The latest tunnel discovery fits a broader pattern of Belarus weaponised migration that has escalated since 2021, when President Alexander Lukashenko threatened to flood the EU with migrants following sanctions. Tens of thousands of unauthorised crossing attempts have since been recorded along the borders of Latvia, Lithuania and Poland. Human rights groups and EU officials accuse Minsk of using vulnerable people as political leverage, a tactic widely described as hybrid warfare.

Second Tunnel in Two Weeks: What We Know

The tunnel found on 20 August 2026 is the second such structure detected at the Latvia Belarus border in under two weeks. On 10 August, border guards discovered a passage through which 15 migrants had already entered Latvia. The newly discovered tunnel was covered with moss and located just 20 metres from the border fence. Latvian authorities returned all 28 intercepted individuals to Belarus, according to The Baltic Times. A Frontex internal analysis, reported by German broadcasters WDR and NDR, concluded that the tunnels could not be dug without support from Belarusian services.

Operation Vilkatis and Increased Surveillance

In response to the first tunnel discovery, Latvia launched Operation Vilkatis on 11 August 2026. The operation deploys additional personnel, drones, helicopters and aircraft to improve early detection of illegal crossings. By mid-July, Latvia had recorded 7,791 crossing attempts over 111 consecutive days, representing 87% of all EU-Belarus border attempts, according to Euromaidan Press. In total, 10,069 people have been intercepted at the Latvian border this year.

Regional and EU Response

On 19 August, Latvian Prime Minister Andris Kulbergs and Lithuanian Prime Minister Gintautas Sinkevicius met in Riga to discuss the crisis. This is not only a question of our border, but also control of the eastern flank and external borders of the European Union, Sinkevicius said. Lithuania sued Belarus at the International Court of Justice in 2025, accusing the country of facilitating migration smuggling. Poland has also faced Poland Belarus border tunnel incidents, including a fourth tunnel discovered earlier this year, and has carried out pushbacks that rights groups say violate EU rules.

Impact on Border Security and Infrastructure

Latvian President Edgars Rinkevics visited the border earlier this week and said the frontier would be fully equipped with technology by the end of the year. Fences, sensors and video surveillance are one aspect, but we also need border guards who can respond quickly, particularly given the clear evidence of damage to our border infrastructure, he said. The situation highlights the challenge of securing EU external border security against increasingly sophisticated smuggling methods, including tunnels dug beneath barriers.
