Transatlantic Coordination on Enhanced Russia Sanctions

EU Special Envoy David O'Sullivan is in Washington for crucial talks with US officials to coordinate new sanctions against Russia in response to the ongoing war in Ukraine. The discussions, scheduled for September 8-9, 2025, come as President Trump signaled readiness to move to "phase two" of sanctions against Moscow.

Oil Export Restrictions on the Table

US Treasury Secretary Bessent indicated to NBC News that the United States is considering imposing additional tariffs on countries that continue to import Russian oil. We are prepared to increase pressure on Russia, but our European partners must participate, Bessent stated, emphasizing the need for transatlantic unity.

Economic Pressure Strategy

The central question, according to Bessent, is whether the Ukrainian military or the Russian economy will endure longer. If the US and EU impose more sanctions, with tariffs on countries buying Russian oil, the Russian economy will collapse and bring Putin to the negotiating table, he argued.

Last month, the US already implemented a 25% tariff on India, which imports significant amounts of Russian oil. President Trump justified this move by stating that India is supporting Russia's war economy through these purchases. Ukrainian President Zelensky praised the decision, agreeing with Trump's criticism of European countries that continue importing Russian energy products.

Recent Escalation and Diplomatic Context

The sanctions discussions follow a major escalation in hostilities. Last night, Russia launched one of its largest aerial attacks since the war began, sending 810 drones and 13 cruise missiles toward Ukraine. The attack resulted in 7 fatalities and 44 injuries. Additionally, Russian forces targeted a Ukrainian power plant, causing widespread blackouts.

This diplomatic effort comes after Trump's August meeting with Putin in Alaska, which initially appeared to result in reduced sanctions pressure. However, nearly a month later, no progress toward peace or ceasefire has been achieved. Putin continues to avoid direct meetings with Zelensky, while Russian attacks persist unabated.

The Kremlin responded to the sanctions threat by asserting that additional measures will not alter Russia's military course in Ukraine.
