Prominent Rwandan Opposition Leader Victoire Ingabire Arrested

Rwanda has arrested prominent opposition leader Victoire Ingabire, detaining her in a facility in the capital, Kigali. Authorities accuse her of incitement and establishing a criminal organization.

Background and Charges

Ingabire, 56, was previously convicted in 2012 for conspiracy to form an armed group and downplaying the 1994 genocide. She served six years of a 15-year sentence before her release in 2018. The Rwanda Investigations Bureau now alleges her involvement in "creating a criminal organization and engaging in acts disrupting public order." A court appearance date remains unspecified.

Political Context

Ingabire leads the unregistered opposition party DALFA-Umurinzi. She returned to Rwanda in 2010 after nearly 17 years in exile in the Netherlands, aiming to contest presidential elections. However, her candidacy was barred over accusations of genocide denial.
