The head of the UN-backed nuclear watchdog, Rafael Grossi, has expressed concerns over Iran's failure to fully cooperate with inspections, which prevents independent verification of its nuclear activities. Iran's growing stockpile of highly enriched uranium and unresolved questions about its nuclear program remain serious issues. Grossi emphasized that without Iran's assistance in resolving outstanding safeguards issues, the IAEA cannot assure that Iran's nuclear program is exclusively peaceful.

Iran has not provided credible explanations for man-made uranium particles found at three undeclared sites, and its decision to stop implementing some provisions of its Safeguards Agreement further complicates the situation. The IAEA also highlighted concerns over North Korea's nuclear activities and ongoing monitoring of Japan's Fukushima Daiichi Nuclear Power Station.
