At least one hundred North Korean ballistic missiles have been used to destroy Ukrainian civilian infrastructure in populated areas, the report states. "This unlawful cooperation between North Korea and Russia has contributed to Moscow's ability to escalate missile attacks on Ukrainian cities," it reads.
