Major Operation Targets Criminal Network Smuggling Over 600 Migrants

In a significant law enforcement breakthrough, Europol has coordinated a multinational operation that led to the dismantling of a sophisticated migrant smuggling network operating across the Western Balkans route. The operation, conducted on September 17, 2025, resulted in four arrests including the network's leader, who was classified as a High Value Target.

Encrypted Communications and Sophisticated Operations

The criminal organization demonstrated remarkable sophistication in its operations, utilizing encrypted messaging applications to coordinate smuggling activities while avoiding detection. Authorities have linked the network to more than 100 smuggling incidents involving over 600 migrants attempting to reach Western Europe.

"This network represents the evolving sophistication of organized crime groups exploiting migration routes," stated a Europol spokesperson. "Their use of encrypted communications and structured recruitment shows how these criminal enterprises adapt to law enforcement efforts."

Operational Structure and Routes

The network was primarily composed of Croatian organizers who recruited drivers from Czechia, Slovakia, and other Central and Eastern European countries. Migrants typically entered Bosnia and Herzegovina legally via air travel from Istanbul to Sarajevo. After brief stays, they would contact network members who facilitated their illegal border crossings.

The operation involved searches of nine locations across the region, with seizures including electronic equipment and small quantities of drugs. The investigation revealed that migrants would cross the Bosnian-Croatian border on foot with assistance from organization guides, then receive temporary accommodation in Croatia's Split area before being transported further into the EU.

Europol's Coordinated Response

This investigation was conducted under Europol's dedicated Operational Task Force (OTF), established in March 2023 to address the shifting patterns of migrant smuggling along the Western Balkans route. The OTF brings together authorities from Bosnia and Herzegovina, Croatia, Germany, and Slovenia to strengthen coordinated responses to this criminal phenomenon.

Europol provided comprehensive support including analytical assistance, information exchange facilitation, and real-time operational coordination. During the action day, Europol deployed experts to Croatia to cross-check operational information against their databases, ensuring investigators had immediate access to new leads.

The operation falls under the European Multidisciplinary Platform Against Criminal Threats (EMPACT), which tackles the most significant threats posed by organized crime affecting the EU through four-year operational cycles.
