Putin's Conditional Willingness for Dialogue
Russian President Vladimir Putin expressed conditional willingness to meet with Ukrainian President Volodymyr Zelensky during a press conference in China, but simultaneously questioned the usefulness of such a meeting. Putin stated he would only engage in dialogue if Zelensky travels to Moscow, a condition Ukraine has consistently rejected.
Unacceptable Preconditions
Putin has repeatedly attached conditions that Ukraine finds unacceptable to any potential meeting. In late July 2025, he declared he would only engage with Zelensky after all Russian war objectives are achieved, which would require Ukraine to accept Russian annexation of Ukrainian territories and demilitarization. On other occasions, Putin has demanded that peace negotiations reach an advanced stage before any presidential meeting.
International Reactions
Ukrainian Foreign Minister Andrii Sybiha responded dismissively to Putin's statements, noting that at least seven countries have offered to host a meeting between the two leaders. Sybiha accused Putin of "deliberately making unacceptable proposals to deceive everyone" in a statement on social media platform X.
Military Threats and Negotiation Stance
Putin suggested that negotiations could potentially end the war "if common sense prevails," but warned that otherwise Russia would "resolve all tasks through military force." This statement comes despite Russia's initial expectation in 2022 to capture Kyiv within three days, a goal that remains unfulfilled as the conflict continues with slow territorial gains in eastern Ukraine at significant human cost.
International Diplomatic Context
The diplomatic landscape remains complex, with former US President Donald Trump claiming last month that Putin had agreed to meet Zelensky, a statement contradicted days later by Russia's Foreign Minister. German Chancellor Friedrich Merz recently stated he no longer expects a meeting between the two presidents, particularly after Russia's major air attack on Kyiv. Merz subsequently called Putin a war criminal, prompting Putin to dismiss these comments as "a failed attempt to shift responsibility for the Ukrainian tragedy."
