Under the proposed legislation, all 18-year-old German men will receive a military questionnaire on their birthday starting next year. While women may choose to complete the survey voluntarily, men will be legally required to provide detailed information about their interest and suitability for military service. The most significant aspect of the plan involves mandatory medical examinations for men born in 2008 and later, scheduled to begin in mid-2027.
Political Compromise and Coalition Tensions
The proposal represents a delicate political compromise between coalition partners. Defense Minister Boris Pistorius had to navigate between the CDU's push for full conscription restoration and his own SPD party's preference for minimal coercion. Military Expansion Goals
Germany currently maintains approximately 182,000 active military personnel but aims to expand this to over 250,000 by 2035. The Bundeswehr has faced significant recruitment challenges in recent years, prompting this new approach. Minister Pistorius has expressed expectations of attracting 100,000 additional recruits by the end of the decade through this new system.
NATO Context and Defense Spending
This move comes amid increased NATO defense spending requirements. Member states recently agreed to raise defense expenditures from 2% to 3.5% of GDP by 2030, with an additional 1.5% allocated to military infrastructure. Germany's military modernization includes plans to purchase thousands of armored vehicles and significantly upgrade its capabilities.

The strengthening of Germany's military remains sensitive due to the country's wartime history. However, government officials emphasize that these measures are necessary to protect Ukraine and European security against Russian aggression.
