BEIJING – China has approved several export license applications for rare earth-related items, responding to increasing global demand for medium and heavy rare earth elements essential for high-tech manufacturing. The Ministry of Commerce stated that this move aims to balance China's resource security with its role as a key supplier in global supply chains, particularly for industries like industrial robotics and electric vehicles.
Mei Xinyu, a researcher at the Chinese Academy of International Trade and Economic Cooperation, noted that this calibrated approach supports global innovation while safeguarding domestic supply for critical industries. The Commerce Ministry emphasized that export controls align with international practices, as these elements have dual-use potential for civilian and military applications.
China's rare earth exports saw a 15.6% month-on-month decline in April but recorded a 5.1% year-on-year increase for the first four months of 2025. Experts suggest this reflects a stable upward trend in global demand.
